The Kyiv International Cybersecurity Forum 2024 will take place in the capital on February 7-8. The theme of this year's forum will be 'Resilience in Cyber Warfare.'
This is the largest cybersecurity event in Ukraine in recent years, bringing together representatives of the state, technology companies, leading experts in the field, and the cybersecurity community under one roof.
The goal of the Forum is to reassess Ukrainian experience in cyber warfare and its application in developing strategies for democratic countries, aiming to enhance cyber resilience through the use of modern technologies, diplomatic tools, international law, and active cyber defense.
The programme is designed for two days, with discussions on the following topics:
• the role of cybersecurity in modern warfare and cyber resilience: Ukraine's experience and lessons for the world;
• cyber warfare and international law: modern approaches, gaps, and perspectives;
• cyber diplomacy – synchronizing national interests with the global agenda of cyberspace and digital transformation policies;
• major state and private companies as elements of a state's cyber resilience;
• enhancing the resilience of the national cybersecurity system through education and capacity building;
• messenger security;
• the role of cyber threat intelligence in ensuring state and business resilience;
• the development of innovative products in Ukraine;
• regional cybersecurity;
• countering modern hybrid threats, and others.
The panel discussions and presentations will feature the participation of top international experts, Ukrainian government officials, cyber diplomats, representatives of technology companies, and Ukrainian businesses.
The state will be represented by:
- Oleksiy Danilov, Secretary of the National Security and Defense Council of Ukraine;
- Mykhailo Fedorov, Deputy Prime Minister for Digital Transformation of Ukraine;
- Rustem Umerov, Minister of Defense of Ukraine;
- Dmytro Kuleba, Minister of Foreign Affairs of Ukraine;
- Serhiy Demedyuk, Deputy Secretary of the National Security and Defense Council of Ukraine, Police General of the 3rd rank;
- Ilya Vityuk, Head of the Department of Counterintelligence Protection of State Interests in Information Security of the Security Service of Ukraine, and others.
International experts attending the event include:
- Nathaniel Fick, Ambassador at Large for Cyber and Digital Policy at the U.S. Department of State;
- Johann Belfort, Director for Security and Defense Policy at the European External Action Service;
- Mart Noorma, Head of the NATO Cooperative Cyber Defence Centre of Excellence;
- Jen Easterly, Director of the U.S. Cybersecurity and Infrastructure Security Agency (CISA);
- Juhan Lepassaar, Executive Director of the European Union Agency for Cybersecurity (ENISA), and others.

The event is initiated by the National Coordination Center for Cybersecurity (NCCC) under the National Security and Defense Council of Ukraine and the Civil Research and Development Foundation (CRDF Global) of the United States. The forum is supported by the U.S. Department of State.
The organizers plan to hold the event annually, creating a platform for exchanging best practices, defining common strategies, and coordinating actions to combat cyber threats. The forum aims to strengthen international cooperation and unite efforts to enhance global resilience in cyberspace.
The organizing partners include the Security Service of Ukraine, the Ministry of Defense of Ukraine, the Ministry of Digital Transformation, and the Ministry of Foreign Affairs. Technological partners are Cyber Unit Technologies and the Institute of Cyber Warfare Research (ICWR).
