Ukrainian and German drone manufacturers are establishing a joint defense enterprise, Quantum Frontline Industries, under the new “Build with Ukraine” initiative, paving the way for the first industrial-scale production of Ukrainian drones in Europe.
The announcement was made at a press conference in Berlin on the sidelines of the German-Ukrainian Business Forum.
On December 15, Quantum Systems (Germany) and Frontline Robotics (Ukraine) announced the creation of the German-Ukrainian joint venture Quantum Frontline Industries (QFI), which will build Europe’s first fully automated industrial drone production line for the Armed Forces of Ukraine. Within the framework of the “Build with Ukraine” initiative, QFI will mass-produce field-tested, multi-purpose drones developed by the Ukrainian company Frontline Robotics. One hundred percent of the systems manufactured in Germany will be supplied to the Armed Forces of Ukraine in quantities determined by Ukraine’s Ministry of Defense.
The production line will combine proven Ukrainian drone technology with German expertise in scaling and automation, thereby setting a new standard for cross-border cooperation in the defense sector.
At the same time, additional employment opportunities will be created for Ukrainians in Germany.
Quantum Systems will provide the industrial infrastructure and production processes. Frontline Robotics will supply licensed designs, conduct training, and ensure full operational and technical support in line with NATO standards.
“Ukrainians have revolutionized warfare with drones—now together we are revolutionizing industrial warfare. For Quantum Systems, this is a logical next step in our proven support for Ukraine. Together with Frontline Robotics, we will build on this experience and create the first foreign production facility of this scale in Europe for Ukraine,” said Quantum Systems co-CEO Sven Kruk.
“We consider it an important task to establish the first joint Ukrainian-German defense enterprise together with our partner Quantum Systems. We are confident that our example will pave the way for further cooperation of this kind. Through this partnership, the Ukrainian Armed Forces will be equipped with thousands of drones to repel the Russian aggressor,” said Frontline Robotics CEO Yevhen Tretiak.
Managing Director of the new joint venture, Matthias Lena, explained that QFI has three goals: scaling, expansion, and creation.
“Our new joint venture will combine German engineering expertise with Ukraine’s sense of urgency to mass-produce critically needed drones for Ukraine, expand the product portfolio, and develop new products that push the boundaries of what is possible,” said Lena, a former infantry officer in the German Armed Forces.
Frontline Robotics Business Development Director Mykyta Rozhkov added that drones are indispensable on Ukraine’s front lines and are in high demand, making expanded production essential. In wartime, it is difficult to find safe production sites in Ukraine, and the partnership with Quantum Systems allows the Ukrainian company to expand its manufacturing capacity and further strengthen Ukraine’s defense forces.
The creation of QFI is based on a strategic partnership between the two companies signed earlier this year and marks an important step toward a new European drone industry built on advanced Ukrainian innovation and German engineering.
For security reasons, details about the location of the new joint venture are not being disclosed.
