At the InfoSec Ukraine 2025 conference on information and cyber security, Ihor Malcheniuk, a representative of the State Service for Special Communications and Information Protection (SSSCIP), stunned attendees with statistics on cyber incidents in Ukraine, highlighting the critical level of threats the country faces daily.
According to Malcheniuk, 4,315 cyber incidents were recorded, averaging around 12 major incidents every single day. This figure vividly illustrates the extreme scale of cyber threats routinely faced by government institutions, critical infrastructure enterprises, and other organisations across the country.

The SSSCIP representative stressed that responding to such a large number of incidents effectively requires considerable resources and highly qualified professionals. He also emphasised the importance of cooperation with the private sector and educational institutions to train these specialists and bolster Ukraine’s overall cyber resilience.
Panel participants pointed out that while Ukrainian cybersecurity experts often possess extensive hands-on experience, they frequently struggle to market and promote their expertise internationally. Unlike in many countries where such skills are nurtured from school age, this remains a weak spot for Ukrainian tech professionals. Rapid monetisation of Ukraine’s cyber expertise, they noted, will require the ability to effectively present one’s skills and sell services on the global stage.
