From 2000 to 2023, there were 2506 politically motivated cyberattacks recorded worldwide, according to data from the European Cybercrime Repository (EuRepoC). However, nearly half of them (45%) remain unidentified, meaning the country of origin in many cases could not be determined.

The leaders in the number of known attacks are China and Russia, which account for almost 12% and 11.6% of attacks respectively. Iran (5.3%) and North Korea (4.7%) are also among the countries from which a significant number of politically motivated cyberattacks originate. Following them is Ukraine, accounting for 2.6% of all cyberattacks.

 

 

Nearly one-third of the analyzed politically motivated cyberattacks were carried out by states (or affiliated groups) and non-state actors with political goals. Approximately half of the attacks (49%) targeted political objectives (public figures, political parties, etc.), while 19% targeted critical infrastructure objects.

In 2023, Ukrainian security analysts recorded and processed 1105 cyber incidents. This is a 62.5% increase compared to 2022.
