Defence Intelligence: Russia plots false-flag attacks in Europe to undermine Ukraine

Russia is intensifying its hybrid destabilisation strategy against the European Union in an effort to reduce or eliminate external support for Ukraine. The strategy involves attempts to discredit Ukraine's Defence Forces and intimidate European governments and societies, according to Ukraine's Defence Intelligence (DIU).

"According to Ukrainian military intelligence assessments, this may involve provocative acts of sabotage in Central and Eastern Europe, particularly in the Baltic states. Moscow is considering various scenarios, including false-flag operations followed by accusations against Ukraine through Russian propaganda channels and international platforms accessible to the Kremlin," the statement published on Telegram said.

According to DIU, potential targets for Russian provocations include critical infrastructure facilities, areas bordering Russia, the Kaliningrad exclave, and regions of EU member states with Russian-speaking populations and facilities controlled by the Kremlin. These include properties belonging to the Russian Orthodox Church and historical sites associated with Russia.

Earlier, in early October 2026, DIU reported that Russian intelligence services had been ordered to intensify their activities within the EU and NATO. Ukraine warned its partners about the corresponding threats.
