The third and fourth energy blocks, which are planned to be completed at the Khmelnytskyi Nuclear Power Plant, will operate on fuel from the American company Westinghouse, according to Energoatom.

The company stated on Facebook that

"Energy blocks №3 and №4 of the Khmelnytskyi NPP will exclusively operate on fuel from Westinghouse, or fuel produced in Ukraine using Westinghouse technology, just like all other operating nuclear blocks."

Energoatom also mentioned that this provision is included in draft law №11146, which proposes allowing construction work at the Khmelnytskyi NPP.

Earlier, nuclear energy expert Olha Kosharyna noted that for the VVER-1000/V466 reactors that Energoatom plans to buy from Bulgaria, the fuel is exclusively produced by the Russian company TVEL. She explained that due to the technical specifics of the reactor's fuel assembly, Westinghouse will need to develop new fuel.

It was also reported that about $1.5 billion has already been spent on the construction of energy blocks №3 and №4 of the Khmelnytskyi Nuclear Power Plant.

In 2024, the Cabinet of Ministers registered a draft law "On the location, design, and construction of energy blocks №3 and №4 of the Khmelnytskyi Nuclear Power Plant" in the Ukrainian parliament, but it has not yet been passed. For the completion of the energy blocks, equipment from Russia is planned to be purchased from Bulgaria.
