Europe’s Ukrainian refugee population passes 4.3 million

By the end of November 2025, EU Member States were hosting an estimated 4.33 million Ukrainians under temporary protection. Eurostat notes that this is an increase of 30,615 people compared with the end of October, a rise of 0.7%, Eurostat reports.

Germany continues to be the primary host country, with around 1.24 million Ukrainians—nearly 29% of the total. Poland follows with almost 969,000 people (22.4%), and the Czech Republic ranks third with roughly 393,000 individuals (9.1%).

Out of the 26 EU states for which data is available, 21 recorded growth in the number of people benefiting from temporary protection. Germany (+11,040), Poland (+3,745), and Spain (+2,810) posted the largest monthly increases. Five countries saw declines, the most notable being France (-870) and Lithuania (-575).

In November 2025, EU countries issued 53,735 new temporary protection decisions—marking a decrease of 32.5% from September and 27.8% from October. This figure is similar to the level before the Ukrainian government’s late-August 2025 decision allowing men aged 18 to 22 to leave the country without restrictions, which had temporarily increased applications.

As of 30 November 2025, Ukrainian nationals made up more than 98.4% of all individuals covered by the EU’s temporary protection scheme. Adult women represented 43.6% of beneficiaries, minors 30.7%, and adult men 25.7%.

The figures refer to temporary protection granted under the EU Council Implementing Decision 2022/382 of 4 March 2022, adopted in response to the mass displacement caused by Russia’s full-scale invasion of Ukraine.

On 13 June 2025, the European Council confirmed that temporary protection for Ukrainians would be prolonged by one additional year, until 4 March 2027.
