France has been systematically supporting projects in Ukraine even before the full-scale Russian invasion. Since 2022, this support has significantly increased. Currently, French aid focuses on several areas: the development of railway infrastructure, cooperation in aviation transport, and the reconstruction of Chernihiv region, including the Chernihiv Drama Theater.

During a meeting with Pierre Elbron, the Special Representative of the French President for Ukrainian Assistance and Reconstruction, Ukrainian Vice Prime Minister for Reconstruction and Minister for Communities and Territories Development, Oleksii Kuleba, emphasized the importance of French support.

“France's support is crucial for our country’s struggle—from strengthening the Armed Forces to aiding in reconstruction. Our goal now is to prepare infrastructure for the needs of our citizens from frontline areas, peaceful cities, and our military. Our cooperation is extensive, and we warmly welcome France’s assistance,” said Oleksii Kuleba.

 

The Minister noted that under a grant agreement with France, project submission and selection for reconstruction are managed through the DREAM ecosystem. It is anticipated that €200 million will be received through the Critical Infrastructure Support Fund and priority sectors of the Ukrainian economy.

Additionally, under bilateral cooperation, the project supporting Ukrzaliznytsia continues. According to the preliminary agreement, France is set to supply 19,000 tons of railway rails, enabling the renewal of 150 kilometers of tracks. The first shipment is scheduled for January 2025. Pierre Elbron stressed his expectation for ongoing collaboration.

"I am very enthusiastic about working with the new Minister. We will strengthen our cooperation in key areas such as infrastructure projects and decentralization,” said Pierre Elbron.

 

Oleksii Kuleba highlighted Ukraine's interest in continuing two joint projects: water supply in Kyiv and aviation transport. Despite Ukraine's airspace being closed to civilian aviation, the Ministry of Reconstruction continues to support civil aviation. Ukraine is interested in supporting the restoration of the air navigation system and expanding the “Ukraeroruh” staff training program. Pierre Elbron emphasized that all joint projects are progressing dynamically and continuously developing. France focuses on supporting Ukrainian regions, local governance development, and specific critical infrastructure projects in bilateral cooperation.
