From defense and digital marriages to Time nomination: a summary of the Ministry of Digital Transformation's achievements in 2024

Ukraine ranks 5th among 193 countries for the quality of digital public services, the online marriage service is listed among TIME’s best inventions, the Brave1 defense cluster has grown to over 3,200 technological developments, the Mriya educational platform has been launched, and digital literacy among Ukrainians has reached 60%. Additionally, work continues on artificial intelligence, business support, and communication. This is what 2024 looked like for the Ministry of Digital Transformation.

“Ministry of Digital Transformation is 5 years old. During this time, our area of activity has gone beyond launching digital services. We started forming policies in the defense-tech sector, opened markets for drones, EW systems, robots, and are transforming the education system, etc. At the same time, we continue to work on our key projects — the development of the IT sector, telecom, Diia.Business, Diia.Education. Our team has transitioned to the OKR management system, which has increased the effectiveness of the Ministry of Digital Transformation by 10 times. In 2024, we managed to implement dozens of projects and initiatives. And our plans for next year are even more ambitious,” said Mykhailo Fedorov, Vice Prime Minister for Innovation, Education, Science, and Technology — Minister of Digital Transformation.

 

Ministry of Digital Transformation in the World

Ukraine ranked 5th in the Online Service Index, improving by 97 positions since 2018. The ranking is part of the international study of digitalization in 193 countries — the E-Government Development Index by the UN. This is the result of progress in digital services such as e-passports, fast business registration, and the recognition of EU COVID certificates in Diia.

What’s New in Diia

The Diia mobile app has 21.8 million users. It has added new documents: educational certificates, veteran IDs, and marriage and divorce records. Among the new services — comprehensive services for businesses and Winter eSupport. The app now offers 28 documents and more than 30 services. More than 130 services are available on the Diia portal. The first-ever online marriage service was launched here, and you have already made over 1.7 million proposals!

Additionally, Diia’s code has been opened for scaling to other countries. The Discovery Phase for implementing Diia in Ecuador, Armenia, Zambia, and Guatemala has been completed with the support of USAID.

Education

Ministry of Digital Transformation is actively working on increasing digital literacy. Over 57 new educational products are available on the Diia.Education platform. Diia.Education also won a bronze Effie Award for its cyber hygiene information campaign.

We started collaborating with Google.org to introduce an AI track for personalized tutoring.

We also introduced IT studios in 35% of schools across the country. In 40 pilot schools, the Mriya educational ecosystem was launched: in the first semester, 560,000 grades were assigned, and parents checked their children’s performance over 120,000 times. Also, within the national project for training leaders of digital transformation — CDTO Campus, in 2024, 2,600 applications were received, 440+ graduates were certified, 12 programs were held, 100+ lecturers from all over the world spoke, and the physical CDTO Campus space was opened in Kyiv.

 

 

Brave1

The Brave1 defense cluster has united over 3,200 technological developments: drones, ground robots, EW systems, and communication systems. Over 230 of these developments meet NATO standards. For the first time, grants have been issued to missile developers, and over 1.3 billion UAH has been directed to support innovators.

How We Helped Businesses

Diia.Business relaunched its portal: new sections have appeared, which have already been used by more than 300,000 people. A new Diia.Business center has opened in Ivano-Frankivsk, bringing the total to 15, including an office in Warsaw. The total value of export contracts signed after participation in international trade events amounted to 426.5 million UAH, and the value of grants issued/attracted by the Diia.Business centers’ network was 123.4 million UAH.

Diia.City is also showing results: over 1,450 companies and 94,000 specialists are already operating here. Together with the Lviv IT Cluster, the CodeUA platform was launched to find clients abroad.

Artificial Intelligence

In the field of artificial intelligence, Ministry of Digital Transformation published a White Paper on AI regulation and provided recommendations for businesses. The opening of the AI Center of Excellence — an international hub for implementing AI in the public sector — is also underway.

Internet and Telecommunications

In one year, 809 settlements gained additional mobile internet coverage, and over 4.2 million Ukrainians now use xPON technology, ensuring stable internet even during power outages. Additionally, preparations are underway to launch 5G, with the first tests planned in Lviv in the summer of 2025.

Fundraising and International Cooperation

The UNITED24 platform has raised over 12 billion UAH in support of Ukraine. New ambassadors include Alyssa Milano and Hilary Swank. UNITED24 media content has gained over 2 billion views in the US, Germany, the UK, and Canada.

Ministry of Digital Transformation also opened the second GovTech center in the world in Kyiv, supported by the World Economic Forum, and coordinates the Tallinn Mechanism for cyber protection with 11 countries. The launch of the Digital State UA platform, which will showcase Ukrainian initiatives in the fields of GovTech, IT, and Tech on the international stage, is also in the works.
