For three years now, Germany has remained the largest donor to the Ukraine Energy Support Fund. Through this mechanism, German partners have provided nearly €385 million in financial assistance—more than one-third of the Fund's total contributions.
Germany’s support is critically important for ensuring stable energy supply during wartime. Thanks to ongoing cooperation, Ukrainian energy workers can quickly restore damaged infrastructure and implement resilient energy solutions.
“Germany is a reliable partner in the restoration of Ukraine’s energy sector. The country’s systematic support helps us not only rebuild what has been destroyed but also build a sustainable and reliable energy infrastructure. We are grateful for this partnership—it saves lives and keeps the lights on in Ukrainian homes,” said Ukraine’s Minister of Energy, German Galushchenko.
Among the largest projects made possible by Germany’s contribution is the purchase of six gas turbine units with a total capacity of 156 MW, installed at the facilities of Ukraine’s Gas Transmission System Operator. The project cost exceeds €127 million.
In addition, Germany’s financial aid has been directed toward restoring trunk power lines and distribution networks damaged by shelling across the country. German funds have also helped restore heating systems in frontline cities. Block transformers with a capacity of 430 MVA and a voltage class of 330 kV were purchased for Ukrhydroenergo to enhance the resilience of the energy system during emergencies and ensure uninterrupted power supply within Ukraine’s Unified Energy System.
Since the start of Russia’s full-scale invasion, Germany has delivered over 2,280 tonnes of humanitarian cargo to Ukraine. This represents about 10% of all international humanitarian aid received by Ukraine’s energy sector. It has strengthened the country’s energy resilience, helped maintain stable electricity supply through donated power transformers and auxiliary equipment, and provided backup power sources for critical infrastructure.
Germany’s contributions to the Ukraine Energy Support Fund are crucial not only for restoring and developing Ukraine’s energy infrastructure but also for strengthening European energy security and cooperation.
