The Cabinet of Ministers of Ukraine has allocated an additional UAH 135.5 million from the state budget reserve fund to provide drinking water to Dnipropetrovsk, Zaporizhzhia, Mykolaiv and Kherson regions where water supply systems were affected by the russian-backed attack on Kakhovka HPP dam.

The Government adopted the relevant amendments to Order No. 498 of June 6 at a meeting on September 12, 2023.

The additional funds will be used to restore, reconstruct or overhaul water pipelines, water intake facilities and pumping stations, emergency backup lines of water intake facilities, etc. in the Dnipro region.

"Immediately after russia's terrorist attack on the Kakhovka hydroelectric power plant, the Government adopted a number of decisions to help people and finance water supply in the affected regions. One of these decisions was to allocate about UAH 845 million for Dnipropetrovsk, Zaporizhzhia, Mykolaiv and Kherson regions.

Unfortunately, the consequences of the terrorist attack turned out to be worse than expected. The water level in the Kakhovka reservoir has dropped below the critical level. To provide people with water, we need to implement more complex and costly technical solutions. That is why today we have allocated an additional UAH 135.5 million for these works. I would like to emphasize that the Government will allocate as much money as necessary to provide water supply to the affected regions, and the state will not leave people without water,” noted First Deputy Prime Minister Yuliia Svyrydenko.

Thus, taking into account today's decision, the Government has allocated a total of UAH 980.5 million for measures to ensure the transportation of drinking water to these four regions of the country affected by the terrorist attack at the Kakhovka HPP. Of this amount, UAH 295 million was allocated for works in:

  • Dnipropetrovsk region - UAH 295.1 million;
  • Zaporizhzhia region - UAH 26.3 million;
  • Mykolaiv region - UAH 274.6 million;
  • Kherson region - UAH 384.5 million.

As a reminder, on August 22, the Government also allocated an additional UAH 7 billion from the Fund for Liquidation of Consequences of Armed Aggression to implement experimental project on the construction of main water pipelines in connection with the need to eliminate the negative consequences associated with the destruction of the Kakhovka hydroelectric power plant dam. In total, UAH 8.5 billion has been allocated for the pilot project, taking into account previous allocations.

In addition, the Cabinet of Ministers has previously allocated UAH 120 million to the State Agency of Water Resources for the sustainable supply of drinking water to Mykolaiv residents.

The Cabinet of Ministers of Ukraine also approved the following decisions:

  • to allocate UAH 565 million for material financial assistance to the affected population of Mykolaiv and Kherson regions, and
  • to allocate UAH 271.464 million to provide one-time financial assistance to the affected population as a result of the russian federation's blowing up of the Kakhovka hydroelectric power plant dam for the lost crops,
  • to allocate UAH 980 million for a new budget program to restore housing damaged or destroyed as a result of the explosion of the Kakhovka hydroelectric power plant dam.

On July 18, 2023, the Cabinet of Ministers approved the implementation of a pilot project for the construction of the Kakhovka hydroelectric power station, reconstruction after the destruction of the Kakhovka HPP and ensuring the sustainable operation of the Dnipro HPP during the reconstruction period. The Government made the decision at a meeting on July 18.
