From October 2022 to September 2024, Ukrainian energy infrastructure has been subjected to 1,024 Russian attacks, and all those responsible for these crimes must be held accountable.

This was stated by Ukraine's Minister of Energy, Herman Galushchenko, during the high-level international conference “United for Justice,” according to the Ministry of Energy's press service.

“There is no place, no region, and no type of energy infrastructure that has not been affected during these attacks. The total damage to our capacities from attacks this year, which started on March 22, exceeds 9 GW. We have lost 18 GW of generation, including hydropower plants, thermal power stations, and the largest nuclear power plant in Europe – the Zaporizhzhia NPP,” the minister emphasized.

Galushchenko noted that the most massive attack occurred on August 26 this year, when the enemy used a total of 236 drones and missiles of various types.

“For the first time, ballistic missiles were used to attack our substations. The immediate result of this attack was that approximately 4 million Ukrainians were urgently cut off from electricity supply. This directly affected 12 regions of Ukraine, and it took us about 13 days to fully restore the electricity supply,” the minister said.

Galushchenko stressed that such attacks by Russia aim to cause direct harm to the civilian population of Ukraine, which violates fundamental principles of international law and the UN Charter. Additionally, by attacking substations critical to the operation of nuclear power plants, Russia undermines the core principles of nuclear safety.
