In Kyiv region, the number of particularly serious crimes committed on the orders of Russian intelligence services has doubled.
This was reported by the Kyiv regional prosecutor’s office.
Since the beginning of 2024, 18 criminal offenses have been recorded in Kyiv region related to the arson of vehicles belonging to Ukrainian Armed Forces (UAF) servicemen, relay cabinets on railway tracks, and the placement of explosive devices with shrapnel elements. This is twice as many as compared to last year.
So far this year, the following criminal proceedings have been registered:
- 7 criminal proceedings under Article 113 of the Criminal Code of Ukraine (sabotage);
- 8 criminal proceedings under Article 114-1 of the Criminal Code of Ukraine (obstruction of lawful activities of the Armed Forces of Ukraine);
- 3 criminal proceedings under Article 258 of the Criminal Code of Ukraine (terrorist act).
Russian intelligence services are involving vulnerable and underprivileged sections of the population, including minors, in sabotage activities. They recruit perpetrators through social media platforms such as Telegram, Instagram, and TikTok, offering monetary rewards and convincing them of the legality of their actions. In case of problems with law enforcement, they promise to resolve the issue.
Recently, under the procedural guidance of the Kyiv regional prosecutor's office, two residents of Kyiv region were charged. They detonated a homemade explosive device with shrapnel elements near one of the police stations when employees were passing by.
The perpetrators have been arrested. A measure of restraint in the form of round-the-clock house arrest with the use of an electronic monitoring device (bracelet) has been chosen. However, prosecutors requested detention as a preventive measure, and the decision has been appealed.
Special instructions for the creation of homemade explosive devices, which could be controlled remotely, were provided for carrying out such tasks. Detonation or arson was carried out "remotely" using a mobile phone, with real-time video recording.
Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of a crime and cannot be subject to criminal punishment until their guilt is proven in accordance with the law and established by a guilty verdict in court.
The commission of such crimes during martial law aims to weaken the state. Therefore, law enforcement authorities are warning residents of Kyiv region about the enemy's insidious actions and are urging parents to be more vigilant regarding their children, warning them of severe punishment for sabotage acts — up to 15 years in prison or life imprisonment.
