President Volodymyr Zelensky has signed a law introducing a range of tools to simplify the public-private partnership (PPP) mechanism.
According to the bill’s description on the parliament’s website, the document aims to attract private investments for the rapid restoration of infrastructure and construction of new facilities.
The law’s goal is to simplify the preparation and implementation of PPP projects. In particular, it introduces a mechanism for “installment payments for infrastructure,” simplifies project preparation (eliminating the need for feasibility studies and efficiency analyses), and allows the implementation of small projects up to €5.3 million.
Additionally, the law establishes an electronic bidding system, standard qualification requirements for investors, and expands the powers of local authorities.
