The Ministry of Economy of Ukraine has held the first meeting of its newly formed international taskforce on insurance market development. The group includes international donors, representatives of IFIs, and both Ukrainian and international insurance market players.

The taskforce aims to develop systemic yet flexible insurance solutions that will help attract private investment into Ukraine despite the high risks posed by war. It will also serve as a platform to exchange information on government priorities, investor needs, best practices, and innovative products that can expand access to insurance coverage.

"Ukraine is set to become one of the world’s largest investment and reconstruction hubs over the next decade. We cannot allow the lack of insurance instruments to become a bottleneck," said Andrii Teliupa, Deputy Minister of Economy of Ukraine and head of the taskforce. "This working group is a practical step toward building an open, resilient, and efficient insurance market. For investors, this means having access to the tools they need to engage with Ukraine now."

The taskforce operates in a two-tier format. The Core Group will coordinate strategic regulatory proposals and oversee the initiative’s structure and priorities. Following the July 2025 Ukraine Recovery Conference, four specialized Focus Groups will begin working monthly on technical solutions in the following areas:

  • Regulatory environment
  • Priorities, data accessibility, and client awareness
  • Flexible insurance products
  • Public-private partnerships

By July 2025, the taskforce plans to present short-term solutions publicly, and by the end of the year, deliver systemic recommendations and begin regulatory or legislative change procedures.
