The uncovered need for external financing for 2026–2027 amounts to about $61 billion.
The Ministry of Finance of Ukraine reported this following a meeting between Finance Minister Serhiy Marchenko and the newly appointed British Ambassador to Ukraine, Neil Crompton. The discussion covered the state of Ukraine’s financial system and budgetary needs for 2026–2027.
The minister also presented the ambassador with key parameters of the draft state budget for 2026.
As in previous years, expenditures on the security and defense sector remain a priority, exceeding $61 billion (over 60% of the state budget).
“To finance social and humanitarian needs, the government requires international support. The uncovered need for external financing for 2026–2027 amounts to about $61 billion,” the statement reads.

Over nearly four years of full-scale war, Ukraine has received more than $160 billion in international financial assistance. In 2025 alone, external financing is estimated at about $45 billion.
