The government and representatives of Ukrainian business have signed a statement to deepen cooperation between the state and entrepreneurs to improve the business climate in Ukraine. The document was signed during the presentation of the All-Ukrainian Economic Platform "Made in Ukraine," initiated by the President of Ukraine.
From the government side, the document was signed by the First Deputy Prime Minister of Ukraine - Minister of Economy of Ukraine Yulia Sviridenko, and from the business side, representatives of business associations, including the Chairman of the Federation of Employers of Ukraine Council Dmytro Oliynyk, Executive Director of the Union of Ukrainian Entrepreneurs Kateryna Hlazkova, Chairman of the Board of Directors of the American Chamber of Commerce in Ukraine Olena Kosharna, President of the Ukrainian Chamber of Commerce and Industry Hennadii Chyzhykov, President of the Ukrainian Union of Industrialists and Entrepreneurs Anatolii Kinakh, Chairman of the Association of Entrepreneurs-Veterans of ATO Serhii Pozniak, Chairman of the CEO Club Ukraine Igor Kabuzenko, Member of the Board of Representatives of the IT Ukraine Association Taras Kytsmey, Executive Director of the Ukrainian Food Retail Alliance Nataliia Petrivska.
"In the face of existential threats to the existence of the Ukrainian state, building effective interaction between business and government is a matter of national security for Ukraine. Effective interaction requires the establishment of a new format of dialogue to address urgent issues and to develop a new social contract between entrepreneurs and the state, particularly in joint efforts to resist and prevent unlawful pressure on entrepreneurs, transparent taxation, and honest tax payment, and the implementation of mechanisms for the development of Ukrainian producers," the joint statement said.
The parties declared their intention to work together to create favorable conditions for doing business in Ukraine, and also emphasized the need for entrepreneurs to pay taxes.
The statement outlines the commitments of the state as follows:
• Creating conditions to prevent unlawful pressure from law enforcement agencies on businesses.
• Reducing administrative burden and increasing transparency of the taxation system. Increasing transparency in the work of customs.
• Creating a favorable business climate. Continuing deregulation of economic relations where possible and appropriate.
• Implementing programs for the development of Ukrainian producers, including access to public procurement and stimulating demand for Ukrainian goods.
• Promoting investments through access to affordable financial resources, development of industrial infrastructure, simplifying network connections, access to raw materials, investment insurance.
• Opening foreign markets for Ukrainian goods and supporting non-commodity exports from Ukraine.
On their part, representatives of the business sector declare the following commitments:
• Paying taxes in accordance with the legislation.
• Officially employing workers and paying full wages officially.
• Not cooperating with Russia. Investing in production and business development in Ukraine.
• Ensuring the dignified return of veterans to the workforce.
The signatories of the joint statement identified the following priority areas for cooperation between the state and entrepreneurs:
• Developing practical solutions to reduce pressure on entrepreneurs from law enforcement agencies, including developing appropriate changes to the Code of Criminal Procedure.
• Relaunching the Bureau of Economic Security.
• Defining criteria for classifying businesses as "white" and a list of benefits for such businesses.
• Creating a platform for receiving feedback from entrepreneurs.
• Developing initiatives to support the development of Ukrainian producers.
• Developing solutions to improve and digitalize the reservation and travel system.
Work on developing solutions will be carried out based on the Council for Entrepreneurship Support and the "Made in Ukraine" platform, as well as on platforms of Ukrainian business associations.
