Ukraine aims to become a hub of security and innovation for Europe, ready to welcome large-scale investment. This was stated by Ukraine’s Minister of Economy, Environment, and Agriculture, Oleksiy Sobolev, at the opening ceremony of Ukraine House in Davos.

Sobolev highlighted the launch of the US-Ukraine Reconstruction Investment Fund (URIF) with an initial capital of $150 million, where Ukraine and the United States are equal partners. The creation of a European flagship fund, involving leading EU economies, is in its final stages.

“My message to global business is simple: don’t wait for formal war-end dates. Those who invest in Ukraine today will become leaders of Europe’s most dynamic and high-tech economy tomorrow,” Sobolev said.

He also noted that despite ongoing attacks on infrastructure, Ukraine’s GDP grew by 2.2% in 2025.

“Our growth is not inertia. It is the result of structural reforms. According to Ukraine’s Prosperity Plan, we aim to increase the share of manufacturing in GDP from today’s 8% to the OECD standard of 20%,” he added.

Sobolev emphasized that Ukraine has become a global center for dual-use technologies, where unique military experience is being transformed into civilian solutions. The country is also transitioning its vulnerable, centralized Soviet-era energy system into a decentralized, resilient architecture, and international support is needed to overcome the damage caused by Russian attacks on Ukraine’s energy infrastructure.

Ukraine House in Davos is a platform for dialogue between Ukrainian leaders, international politicians, and businesses, operating within the World Economic Forum. Its goal is to showcase Ukraine’s investment potential and consolidate international support.
