The technical launch of the International Registry of Losses system for recording claims from individuals, legal entities, and the state of Ukraine for compensation for losses, damages, and harm caused by Russian aggression against Ukraine will be announced on April 2nd at The Hague during the International Conference "Restoring Justice for Ukraine".

"In a week, during the International Conference 'Restoring Justice for Ukraine', which will take place in the Dutch city of The Hague, in the presence of foreign ministers and justice ministers of EU countries, the start of the technical launch of the International Registry of Losses system for recording claims from individuals, legal entities, and the state of Ukraine for compensation for losses, damages, and harm caused by Russian aggression against Ukraine is planned to be announced," the Ministry of Justice said in a statement on its website on Monday.

The Registry will begin accepting applications for compensation for those affected by the war. It concerns the opening of one category of applicants. In total, the Registry will include 40 categories.

The categories of applications will include: loss of life, torture and sexual violence, bodily injuries, forced displacement and resettlement of persons, loss of property and income, other forms of economic damage, damage to critical infrastructure and other state objects, damage to historical and cultural heritage, damage to the environment, etc. All Categories are determined by the Registry Council.

Each category has its submission rules, an approved Registry claim form. A digital platform has been created to accept applications. It is assumed that all applications will be in digital format.

All management bodies of the Registry have already been established. The Registry Council has adopted a package of rules and regulations of the Registry necessary for launch. It includes rules for submission, processing, and entry of applications, as well as categories of claims acceptable for entry into the Loss Registry.

"The technical launch is a long-awaited event, the first step towards ensuring justice and compensation for Ukrainians and the country. This was preceded by a titanic effort of a large number of specialists, experts. We have secured the support of the UN General Assembly, 43 countries have given us the 'green light', we have almost completed this stage and are moving forward. We are awaiting the start of the work of the International Commission, which will award compensation, its creation is expected to take at least a year. Parallel negotiations are underway with partners to open a Compensation Fund, the filling of which is planned to be done through the arrest of Russian assets," said Irina Mudraya, Deputy Minister of Justice of Ukraine, head of the development direction of the International Compensation Mechanism.

The International Registry of Losses is the first component of the Global Compensation Mechanism initiated by the Ministry of Justice of Ukraine in May 2022 together with international partners. The compensation mechanism consists of the Loss Registry, the Compensation Commission, and the Fund.

The International Conference "Restoring Justice for Ukraine" will take place on April 2nd as part of the World Forum in The Hague.
