Over 497 billion UAH for army support: Ministry of Defense modernizes defense procurement

The Ministry of Defense of Ukraine is modernizing defense procurement according to the best Euro-Atlantic practices and with the aim of strengthening cooperation with NATO in this area.

Thus, the ministry has developed and is implementing the Strategic Review of Ukraine's Defense Procurement System, which defines key priorities for 2025 and tasks for 2026–2027.

'The defense procurement budget for the Ministry of Defense of Ukraine this year amounts to 497.7 billion UAH. This includes procurements through agencies, purchases of innovative developments, specific procurements for military units, etc. The implementation of the Strategic Review standardizes the Ministry of Defense’s procurement and strengthens the capabilities of procurement officials according to NATO’s best practices,' stated Gleb Kanyevskyi, Director of the Procurement Policy Department at the Ministry of Defense of Ukraine.

The document covers changes such as the digitalization of procurement processes, expanding international cooperation, and implementing anti-corruption mechanisms, which will enhance transparency, accountability, and efficiency within the defense procurement system.

In particular, the approved plan includes:

  • Developing a detailed plan for the transformation of defense procurement management;
  • Standardizing defense procurement practices across the security and defense sector;
  • Developing a framework for defense procurement contract procedures, including direct contracts and closed tenders;
  • Collecting, summarizing, and analyzing lessons learned from the development and management of defense procurement during the war;
  • Exchanging lessons learned with NATO member states.

These changes are expected to increase the trust of international partners in Ukraine’s defense procurement system, enhance transparency and competitiveness in the processes, and create conditions for engaging a broad range of suppliers. This will contribute to the development of Ukraine’s defense industry and ensure the Armed Forces of Ukraine are equipped with modern and high-quality weapons and technology.
