PST: The greatest threat to Norway's security remains Russia

The Norwegian Police Security Service (Politiets sikkerhetstjeneste, PST) published its annual report National Security Threat Assessment for 2025.

The greatest threat to the Kingdom's security remains Russia. It is emphasized that in 2025, Russia will continue its subversive activities against Norway, particularly targeting its logistics and energy infrastructure. The northern part of Norway, including Finnmark and the Svalbard archipelago, is of special interest to Russia. Additionally, one of the Kremlin's main goals is to disrupt the delivery of Norwegian aid to Ukraine.

Due to sanctions, Russia will continue to make covert purchases from Norwegian companies that produce or develop goods, services, and technologies for military purposes in 2025.

Norway is also a target for Chinese intelligence services due to its geographical location, cooperation with the United States, and technological expertise. China will continue its intelligence activities against Norwegian authorities, businesses, and organizations, primarily through cyber technologies and investments in critical infrastructure.

 

 

Chinese intelligence priorities include acquiring information about advanced technologies and equipment, particularly in the fields of biotechnology, materials science and metallurgy, nuclear physics, cryptography, nanotechnology, quantum, aerospace, sensor, and navigation technologies, robotics, and microelectronics.

In the context of domestic security, Norwegian security agencies forecast that in 2025, Iranian intelligence services, using proxy forces, will attempt to carry out terrorist attacks in the West. Terrorist threats from Islamists and far-right extremists are considered possible, with Islamist threats being regarded as more serious. This is partly due to the intensification and radicalization of Islamist attacks, particularly those from ISIS supporters, in Europe. However, it is considered unlikely that Norway will become a priority target for Islamists in 2025.
