Finland, as the leader of the international Coalition for Civil Protection of Ukraine, will coordinate efforts to build 10,000 bomb shelters for the population across Ukraine over the next ten years.

This was announced by Finnish Prime Minister Petteri Orpo, who spoke at the International Conference on Ukraine’s Recovery in Rome on July 10.

“In Finland, preparedness is the foundation of our security strategy. We believe true security is built through the involvement of the whole society. That is why Finland, together with Ukraine, created an international Coalition on Civil Shelters. Ukraine aims to build over 10,000 new civil protection shelters in the next 10 years. The shelter coalition will coordinate international support to create a sustainable, scalable, and resilient civil protection shelter system that aligns with Ukraine’s national goals,” Orpo said. He added that Finland has published a cooperation development program with Ukraine through 2028.

Orpo believes support for the civil sector is vital for the resilience of the entire Ukrainian nation.

“I saw this firsthand when I visited Kyiv just over a month ago. Despite the ongoing war, Ukrainians look to the future with hope. This mission goes beyond merely repairing war damage. Recovery is not just about restoration but a powerful opportunity for renewal,” Orpo stated.

Finland has developed new tools to engage various companies in Ukraine’s reconstruction efforts while introducing new standards and experience to support Ukraine’s European integration, the Prime Minister said.

“We have already seen the first Finnish investments, and the number of Finnish companies operating in Ukraine is steadily growing,” Orpo shared.
