As of mid-November 2023, it has been confirmed that 4,337 Ukrainian military personnel and civilians are in Russian captivity. Among them, 1,953 individuals have been successfully liberated, according to the Ministry for Reintegration of Temporarily Occupied Territories of Ukraine.
Out of the total number of individuals taken captive by Russia or the administrations of the so-called "DPR" and "LPR" since 2014, 3,574 are military personnel, and 763 are civilians, as clarified by the commission for establishing facts of captivity under the ministry.
The ministry also noted that the mentioned figure of Ukrainian captives does not reflect the actual number of people in Russian captivity, as the ministry only has data on those individuals whose information has been provided by their relatives.
Additionally, it was mentioned that many individuals held captive or their family members have not approached the Ministry for Reintegration, and consequently, the fact of their deprivation of personal freedom due to armed aggression against Ukraine has not been established.
The last exchange of prisoners between Ukraine and Russia took place in early August of this year. At that time, 22 Ukrainian military personnel returned home. Since then, the process of exchanging prisoners of war has been suspended.
