In Ukraine, 25 foreign companies have already established defense manufacturing operation

Ukraine is actively expanding cooperation with foreign companies. Currently, 25 overseas firms, including global defense industry giants, are at various stages of localizing the production of their products in Ukraine.

In an interview with Politico, Ukraine’s Minister of Defense, Denys Shmyhal, emphasized that each manufacturer works in close dialogue with the Ukrainian government.

“We offer our partners various models of cooperation, including the ‘Danish model’—Build with Ukraine / Build in Ukraine. The priority is that the majority of a company’s products serve the needs of the Ukrainian military,” the minister noted.

To minimize risks for investors and make joint ventures in Ukraine more attractive, the government is creating Defence City—a special framework for developing Ukraine’s defense industry. It provides tax incentives, simplified customs procedures, mechanisms for relocating production to safer regions, expanded state financial support, and opportunities for export and integration into global supply chains.

“We call on foreign companies to invest in Ukraine and establish production here. Ukraine is currently developing next-generation weaponry capable of shaping the battlefield. Therefore, investing in Ukraine’s defense sector is the best investment in the defense of all of Europe,” concluded Denys Shmyhal.
