Belgium will provide Ukraine with €150 million in technical assistance under the BE-Relieve Ukraine project

A large-scale international technical assistance project — the “Belgian Initiative to Support the Recovery of Ukraine” (BE-Relieve Ukraine) — has officially launched in Ukraine. It is being implemented by the Government of the Kingdom of Belgium through the development agency Enabel. The beneficiaries of the project are the Ministry for Communities and Territories Development, the Ministry of Health, the Ministry of Education and Science, and the Ministry of Economy of Ukraine.

“BE-Relieve Ukraine is not only technical assistance. This project is aimed at fostering a partnership between Ukraine and Belgium in rebuilding our country. The core principle of our cooperation is to ‘Build Back Better,’” said Deputy Minister for Communities and Territories Development Kostiantyn Kovalchuk.

 

BE-Relieve Ukraine will run until the end of 2028. During this period, Ukraine will receive €150 million from the Belgian government for the recovery and support of critical infrastructure, winter preparedness, and the creation of an inclusive environment.

The project will be implemented at both the national level and in specific regions. In particular, the Chernihiv and Kyiv regions and the city of Kyiv are listed among the participating areas.

Key focus areas of the project include:

  • Modernization of energy infrastructure: the introduction of decentralized heating and electricity systems, as well as the provision of mobile boiler houses and generators.

  • Healthcare and social protection: reconstruction of medical facilities, rehabilitation programs, and inclusive services.

  • Education and employment: renovation of school and vocational education infrastructure, and forums to enhance cooperation between business and education.

  • Support for European integration: promotion of reform implementation and strengthening ties with Belgian partners.

 

Priority actions include the delivery of 212 generators for educational institutions, mobile boiler houses for hospitals and municipal enterprises, and repairs to medical infrastructure.

The project is an example of the TEAM EUROPE approach, which unites the efforts of European partners to support Ukraine during its recovery and transformation.
