In addition, he will announce an additional contribution of more than 1 million euros for demining operations in Ukraine through the OSCE.
At a meeting of the OSCE Ministerial Council in Lodz, options for the transfer of frozen and confiscated assets of the Russian Federation for the restoration of Ukraine will be considered.
This was announced by EU High Representative for Foreign Affairs and Security Policy Josep Borrell before a two-day meeting of the OSCE Ministerial Council in the Polish city of Lodz. He stressed that Russia could not conquer Ukraine, and therefore staged a missile terror.
"Their goal is to plunge the Ukrainian people into darkness and cold for the winter. This is a war crime," Borrell said indignantly.
According to him, they plan to discuss the path to a new security order at the meeting because "Russia has broken completely the one that we had." The work will be carried out in three directions:
- support for the International Criminal Court, the Ukrainian prosecutor, and the creation of a special tribunal;
- attracting blocked and confiscated Russian funds for the restoration of Ukraine;
- communication with the ministers of foreign affairs of Azerbaijan and Armenia.
"In this meeting, I will be presenting our support â the European Unionâs support â to the OSCE and to Ukraine. I will announce an additional contribution of more than â¬1 million for demining operations in Ukraine through the OSCE," the EU High Representative for Foreign Affairs and Security Policy added.
Borrell added that almost 20 billion euros were seized from oligarchs and people who support Russia.
âAnd also, we have control of about â¬300 billion of financial resources of the Russian Central Bank. This amount of money has to be used for the reconstruction of Ukraine. So, I will meet with my colleagues as Foreign Ministers - today with many more than the Ministers of the European Union. We will explore all legal possibilities to ensure that Russia will pay for the destruction it is causing in Ukraine. These reserves are blocked but [between being] blocked and being seized, there is a strong difference. There are legal procedures that need to be studied, but our proposal is on the table," the diplomat added.
