In Odessa, the duties of the city mayor will be performed by Ihor Koval, the secretary of the city council.
According to the Odesa City Council’s Telegram channel,
“As of October 16, 2025, the responsibilities of the Odessa city mayor have been assigned to the secretary of the Odesa City Council, Ihor Koval. The corresponding order No. 1137K was signed on October 16, 2025.”
Ihor Mykolaiovych Koval (born February 27, 1955, in Odessa) is a Ukrainian historian, political scientist, and scholar of international relations. He holds a Doctor of Political Science degree, is a professor, an Honored Worker of Science and Technology of Ukraine, and a corresponding member of the Ukrainian Academy of Political Sciences. Since December 2, 2020, he has served as the secretary of the Odesa City Council of the ninth convocation.
