Norway to fund production of Ukrainian weapons for the Armed Forces

Norway will finance the production of weapons and military equipment at Ukrainian enterprises to support Ukraine's Defense Forces, announced Defense Minister Rustem Umerov.

This initiative aligns with the 'Danish format' of defense support, which enables direct funding of manufacturing in Ukraine. The approach is designed to accelerate the production and delivery of essential weapons and equipment to the frontline.

During his visit to Oslo on November 14–15, Umerov and Norwegian Defense Minister Bjørn Arild Gram signed a Memorandum of Understanding on material cooperation. The document outlines shared principles, goals, and frameworks for collaboration.

Norwegian authorities emphasized that their support is developed in close dialogue with Ukraine and tailored to the Armed Forces' needs. Under this scheme, Ukraine proposes specific procurement and production projects, which Danish authorities review and evaluate before approval. Additionally, control procedures are in place to monitor project implementation.

"We must empower Ukraine's defense industry to produce as many materials as possible for its Armed Forces. This agreement will help increase weapon and ammunition production while reducing the time needed to deliver equipment to the frontlines," said Gram.

Norway and Denmark also plan to formalize an agreement on managing Norwegian funds as part of the "Danish format" to enhance Ukraine's defense capabilities.
