This was stated by Ukraine's Permanent Representative to the UN, Sergiy Kyslytsya, as reported in his Twitter account.

He reminded that Russia is in the 'hall of shame' for crimes committed by its armed forces against children.

"Let us not forget that the person sitting today at the head of the table represents a wanted criminal, suspected of crimes against children and subject to arrest under the ICC warrant," Kyslytsya emphasized.
