Ukraine has received its first Medium-Term Plan for Priority Public Investments covering 2026–2028.

Here are some key figures about the Plan:

  • ▪️ It includes 170 directions across 16 sectors, with 51 designated as priorities;
  • ▪️ A total of 581 billion hryvnias will be allocated to critical areas, including:
  • Transport – 198 billion hryvnias;
  • Energy – 120 billion hryvnias;
  • Education and science – 82 billion hryvnias;
  • Healthcare – over 43 billion hryvnias.

How will project selection work?

All projects will undergo a preliminary selection. A Unified State Project Portfolio will be created, which will include only those initiatives aligned with the approved priorities. Programmes will be funded transparently and systematically from this list.

Ukraine’s First Vice Prime Minister and Minister of Economy, Yuliia Svyrydenko, emphasized that

"The state is building a system where every hryvnia works toward results."
