The import of fertilizers through Ukraine’s seaports has been partially unblocked

The import of mineral fertilizers into Ukraine by sea has been partially unblocked.

This was discussed at a meeting initiated by Ukraine’s Ministry of Economy, Environment, and Agriculture, according to a post by the Ukrainian Agribusiness Club.

On August 28, the Ukrainian Navy Command and the Odesa Regional Military Administration jointly decided to amend the July 18, 2025 order regarding the partial lifting of the ban on importing mineral fertilizers by sea. Under the new rules, restrictions will no longer apply to complex mineral fertilizers (NPK) that are non-explosive and have international SDS safety certificates.

Experts had repeatedly warned that applying restrictions to NPK fertilizers was a critical mistake. They systematically submitted proposals to authorities to resolve the situation and restore access to the NPK market.

According to the new rules, agreed upon by the Ukrainian Agribusiness Club (UCAB) and the All-Ukrainian Agrarian Council, Ukrainian ports may now receive complex mineral fertilizers meeting the following criteria:

  • Nitrogen content: no more than 21%
  • Phosphorus (P) content: 5% or higher
  • Potassium (K) content: 5% or higher
  • Possession of an international SDS safety certificate

“In wartime conditions, finding a solution that balances all safety precautions was not easy, but we managed to reach a considered consensus. Meanwhile, work will continue on regulating the import of other types of fertilizers, which are critically important for balanced agricultural supply,” said UCAB CEO Oleg Khomenko.
