On May 18, 2022, the first meeting of the Working Group "Economic Recovery and Development" of the National Council for Reconstruction of Ukraine from the effects of war was held with the participation of the First Vice Prime Minister, Minister of Economy of Ukraine Yulia Svyridenko. The meeting topic was "Simplification of the regulatory environment and support for business development." The event was moderated by First Deputy Minister of Economy Denis Kudin. The association is represented in this working group by Efrem Lashchuk, Director of Political and Legal Affairs.
Among the main initiatives were the following:
- Granting permission for men to travel abroad
- Automatic VAT refund
- Providing the opportunity to sign documents between companies resident in Ukraine and non-residents using EDS, CEP
- State program for guaranteeing military risks on the principle of insurance for investment in the economy
- Introduction of PNVK instead of income tax
- Introduction of the most favorable preferential tax regime to attract investment into the economy
- Introduction of industrial visa-free travel for used equipment
- Reduction of reporting by switching to administrative data
- Automatic pre-filling of reports in the electronic cabinet with the data of the tax authority
- Simplified tax forms and declarations of VAT and other taxes
- Replacement of broad fiscalization with fiscalization of risk groups
- Elimination of outdated SanPin and redundant business requirements
- Introduction of service (warning) orientation of the permitting system
- Launch of the portal of state regulatory policy
- Creating a legal framework for the spread of business self-regulation
