The Office of the President of Ukraine is preparing a draft Strategy for the Development of the Justice System and Constitutional Court Proceedings for five years. This was stated by Deputy Head of the Presidential Office Iryna Mudra during a discussion of the key findings of the Shadow Report on Justice and Fundamental Rights.

The report was prepared by representatives of Ukrainian civil society on Chapter 23 “Justice and Fundamental Rights” of the European Commission's report on Ukraine in 2023. It highlights the views of civil sector and legal community representatives on the progress already made and includes recommendations on what needs to be done.

Iryna Mudra noted that the project will consist of two blocks. The first will be devoted to the development of the justice system and will include four sections: the judicial system and judicial procedures, prosecution, advocacy, and legal education. The second will address the development of constitutional court proceedings. It will outline current problems, challenges, and key priorities for the development of this area.

In addition, during the discussions, heads of judicial bodies, representatives of the law enforcement system and the public sector, as well as international partners, identified further reforms in the areas of justice, anti-corruption and human rights protection as one of the key priorities for state institutions.

“Ukraine's integration into the European Union depends on its willingness and ability to transform its justice system in line with EU requirements. This should lead to positive transformations and strengthening of the national justice system,” Iryna Mudra concluded.
