The Security Service of Ukraine has prevented new FSB attempts to carry out a series of terrorist attacks in Kyiv. According to the case materials, the Russian forces planned contract killings of prominent Ukrainians, explosions in shopping and entertainment centers, and at a metro station in the Ukrainian capital.
Thanks to preemptive actions, the SSU disrupted the Russian plans and identified the organizer of the contract crimes. He turned out to be a resident of occupied Crimea, who began working for the Russian intelligence service after the peninsula was seized.
The investigation found that the suspect was recruiting “like-minded individuals” to be later recruited into the FSB intelligence network. These included his local acquaintances who held Ukrainian citizenship and were not subject to mobilization due to their age.
The SSU documented an attempt to “route” a Crimea-based recruit to Kyiv, who crossed the Ukrainian border via third countries. Upon arrival in the capital, the agent received from the Crimea resident the coordinates of a stash containing a Makarov pistol with a loaded magazine.
It was established that the FSB tasked the agent with carrying out a contract killing of a media personality in Kyiv using this weapon.

The agent was also given instructions by the Russian forces to prepare attacks in several Kyiv shopping malls and at a metro station. For this purpose, he received instructions for making improvised explosive devices (IEDs), hidden in backpacks. Each device was to be equipped with a mobile phone for remote detonation during peak hours when locations would be crowded.
The Russian plan aimed to spread panic among Kyiv residents and destabilize the city’s socio-political situation.
The SSU exposed the agent in advance and documented all his contacts with the FSB, which took place through the Crimea-based resident.
Since the suspect remains in temporarily occupied Ukrainian territory, comprehensive measures are ongoing to bring him to justice.
The classification of crimes by the agent-executor is under review. The investigation into all members of the FSB intelligence network continues.
