The first floating power plants are planned to be installed in the waters of Odessa, Mykolaiv, and Izmail.

Earlier, the government made this decision to strengthen Ukraine's energy security and address the consequences of Russian military aggression.

The document will facilitate the provision of alternative energy sources to specific regions and protect critical infrastructure from power outages. The decree regulates measures for the installation of gas piston and gas turbine units, which will be placed on technical fleet vessels.

However, the main challenges for implementation include protecting the vessels from shelling, the high cost of generated electricity, and the lack of infrastructure for connecting to electrical grids.

The National Bank of Ukraine (NBU) has assessed the energy deficit in Ukraine, which remains at 7% in 2024. The NBU head advises preparing for a difficult winter. Additionally, the ban on state institutions using air conditioning and street lighting has been lifted in Ukraine.
