The Strategic Defense Procurement Review, coordinated by the Ministry of Defense of Ukraine, has been officially approved at the NATO summit.

According to the agreement between Ukraine and NATO, Ukraine's defense procurement will develop using recommendations outlined in the Strategic Review, aligning with the best Euro-Atlantic practices.

Glib Kanievsky, Director of the Procurement Policy Department at the Ministry of Defense of Ukraine, stated, "The Strategic Defense Procurement Review contains 21 recommendations to enhance the efficiency of supplying the Armed Forces of Ukraine both during martial law and in peacetime."

Key recommendations of the review include ensuring the interoperability of Ukraine's defense procurement with NATO, developing long-term procurement planning, improving direct contract procedures and competitive procurement organization, and standardizing the level of secrecy in defense procurement.

"The main value of the Strategic Procurement Review is that it has clear implementation deadlines, allowing both Ukrainian society and international partners to monitor Ukraine's Euro-Atlantic progress," explained Glib Kanievsky.

Important elements in the development of defense procurement highlighted in the review include the leading role of the parliament in matters of civil democratic control and the lessons-learned mechanism. The recommendations foster bilateral cooperation – NATO partners will also study Ukraine's unique experience in procurement and logistics organization under the conditions of repelling a full-scale invasion.

Work on the review began in March 2024 following a ceremonial conference in Luxembourg, where joint expert groups were formed with representatives from the Ukrainian government, NATO, and the NATO Support and Procurement Agency.

The coordination of the review was managed by the Procurement Policy Department of the Ministry of Defense of Ukraine in cooperation with NATO representatives.
