Ukraine and Sweden to cooperate on innovation, digitalisation, and secure technologies

Ukraine and Sweden will work together to implement secure digital solutions, develop an innovation-driven economy, and strengthen ties between the technological ecosystems of both countries.

A corresponding letter of intent was signed with Sweden’s Ministry of Climate and Enterprise during the WINWIN Summit 2025: The Power of Innovations — a conference bringing together representatives of government, business, education, science, and international organisations to advance innovation, artificial intelligence, and Ukraine’s digital economy.

“Partnership with Sweden is another step towards making Ukraine part of the global innovation community. We are building not just a digital state, but an ecosystem where technology drives development, security, and recovery. When countries that think technologically unite, they create solutions that change lives — and that is exactly what we are building together,” said Mykhailo Fedorov, First Deputy Prime Minister and Minister of Digital Transformation of Ukraine.

The cooperation will include:

  • exchange of knowledge and experience in digitalisation and technological development;
  • development of e-governance and innovative public services;
  • joint initiatives in artificial intelligence, cybersecurity, automation, semiconductors, telecommunications, green energy, biotechnology, and advanced technologies;
  • expanding opportunities for women in innovation and entrepreneurship.

“This letter of intent aims to deepen our cooperation in innovation ecosystems, technology, and digitalisation. Ukraine’s innovation path is not only about winning the war or rebuilding — it’s about redefining what’s possible. Sweden is proud to join and support this movement,” noted Ebba Busch, Deputy Prime Minister and Minister for Energy, Business and Industry of Sweden.

An additional initiative under consideration is InnovationBridge — a future platform for sharing ideas, research, and technological solutions, envisioned as a foundation for long-term partnership between Ukraine and Sweden in digital transformation, innovation, and sustainable development.

“Our partners are already helping strengthen cybersecurity within the Tallinn Mechanism. The next stage is to co-develop innovations and create technological solutions that will drive Ukraine’s recovery and resilience,” emphasised Valeriia Ionan, Adviser to the First Deputy Prime Minister and Minister of Digital Transformation on Innovation, Digitalisation and Global Partnerships.

The signing of the letter of intent is part of the implementation of Ukraine’s Innovation and Digital Development Strategy 2030 (WINWIN), which aims to expand international partnerships, strengthen the country’s technological potential, and integrate Ukraine into the global innovation ecosystem.
