The Cabinet of Ministers of Ukraine has approved a Memorandum of Understanding with the Government of Turkey regarding the mutual acceptance of state guarantees for the quality of defense goods, works, and services. The document was signed on March 8, 2024, in Istanbul.
The Memorandum establishes a mechanism for mutual recognition of defense product quality assurance systems between the two countries and aims to strengthen the defense industry capabilities of both states. It expands the framework of military-technical cooperation initiated in 2020.
“I welcome the Government's decision to approve the Memorandum of Understanding with our strategic partner. The implementation of these agreements will ensure the application of unified procedures and NATO Quality Assurance Publications (AQAP) in the development and procurement of defense products. This significantly brings Ukraine and Turkey closer together and allows for the expansion of the application of Alliance standards in military-industrial cooperation,” noted Ukraine's Minister of Defense, Rustem Umerov.
The agreement provides for mutual quality control at all stages of defense product production, including:
- Risk analysis related to contract execution
- Planning of state quality guarantees
- Monitoring of production processes
- Ensuring that the supplier adheres to contract terms that include AQAP provisions.
Special attention is given to the protection of confidential information and intellectual property rights.
The responsible bodies are the respective structural divisions of the Ministry of Defense of Ukraine and the Ministry of National Defense of the Republic of Turkey.
The document will promote the deepening of Ukrainian-Turkish cooperation in the defense industry and ensure high-quality standards for military products.
The Memorandum is valid for five years, with the possibility of automatic extension for subsequent five-year periods.
