Ukraine's Energy Sector Under Attack: Consequences of the Massive Shelling

On the morning of November 28, Russian forces launched a massive attack across Ukraine, heavily targeting the country's energy infrastructure.

On the evening of November 27, Ukraine’s Air Force detected kamikaze drones launched by Russian forces in several regions, including Sumy, Chernihiv, Poltava, Zhytomyr, Kyiv, Cherkasy, Kharkiv, Dnipropetrovsk, Zaporizhzhia, Kherson, and Mykolaiv.

By 4:30 a.m., reports emerged that Russia had deployed Tu-95MS long-range bombers from Olenya airbase in Murmansk, launching missiles. Additional launches of Kalibr cruise missiles from the Black Sea further heightened the threat, leading to a nationwide missile alert. Explosions were reported in multiple regions, including western Ukraine.

Energy Minister Herman Halushchenko confirmed that Russian forces had specifically targeted Ukraine's energy infrastructure, marking the 11th such large-scale assault this year. Attacks were reported across the country, severely impacting civilian energy systems.

Ukraine’s national energy company, Ukrenergo, announced emergency power outages as a result of the attacks. Sergey Kovalenko, CEO of YASNO, warned that the outages could persist until 8:00 p.m., describing the energy system's condition as critical.

Lutsk
The mayor of Lutsk, Ihor Polishchuk, reported several missile strikes in the city. As a result, parts of Lutsk lost power, and electric transport is out of service. The mayor added that critical infrastructure has been connected to alternative energy sources. School students have switched to remote learning, and "Points of Invincibility" are operational.

Lviv Region
The head of the Lviv Regional Military Administration (RMA) stated that energy infrastructure facilities in the region were targeted. As of 9:50 a.m., 523,000 subscribers in Lviv Region were without electricity due to the strikes and power outages.

The Drohobych District Military Administration reported a hit on a critical infrastructure facility. No casualties have been reported.

Sumy Region
According to the Sumy RMA, Russian forces carried out a morning missile strike on the infrastructure of the Shostka community, resulting in three explosions. Emergency services are working at the sites of the strikes.

Kharkiv
Around 6:00 a.m., Kharkiv mayor Ihor Terekhov reported explosions in the city. Russian forces launched a missile strike on one of the city’s largest districts.

"Preliminary information indicates all strikes hit the territory of a civilian enterprise in the Kyivskyi district of Kharkiv," Terekhov later clarified.

As of this morning, there were no reports of casualties.

Volyn Region
According to the head of the Regional Military Administration (RMA), Russian forces targeted critical infrastructure, and fires have been extinguished. There were no casualties, but private agricultural buildings were damaged.

Approximately 215,000 subscribers in the Volyn region are without electricity. Critical infrastructure has been powered by generators.

The region has convened a Thermal Power and Emergency Response Headquarters to address the aftermath of the attack. Additional "Points of Invincibility" with electricity, internet, and heating are being established.

Mykolaiv: Explosions were heard in the city. Due to power outages, trolleybuses and trams are not operating. Educational institutions are also closed.

Rivne Region: Russian forces targeted an energy infrastructure facility. Approximately 280,000 subscribers are without electricity, and 681 settlements are de-energized. There are also water supply disruptions. Schools in Rivne and parts of the Rivne district have switched to remote learning.

Vinnytsia Region: According to the RMA, missile strikes damaged residential buildings, destroyed a utility structure, and set a private car on fire. A woman sustained injuries.

Khmelnytskyi Region: Five missiles were intercepted, but a utility structure was damaged. No casualties were reported. Parts of the Shepetivka and Khmelnytskyi districts are without power.

Ivano-Frankivsk Region: Critical infrastructure facilities were targeted, resulting in damage to private houses. There were no casualties.

Kherson: The city is without power, and electric transport is not operational. A water supply schedule has been introduced, with water available from 6:00 to 8:00 and from 17:00 to 20:00.

Zhytomyr: The city was left without power following missile strikes. Infrastructure is being connected to generators.

Kirovohrad Region: The region was attacked with drones and missiles, causing a fire.

According to Ukrzaliznytsia, over 150 trains are operating on schedule, and the situation remains stable. Due to power outages in certain areas, delays of just over an hour have been recorded for six trains, with backup diesel locomotives in operation.
