WINWIN AI Center of Excellence at the Ministry of Digital Transformation, together with business and the AI community, is starting to develop a national large language model (LLM). This will accelerate the integration of AI into the government, business, and key areas of life for Ukrainians.
A large language model is a neural network that works similarly to the human brain and can analyze and generate text. It will serve as the foundation for creating chatbots and AI assistants for the government and businesses, improving services for users and enhancing organizational efficiency.
“We are beginning to work on the Ukrainian large language model. This will be the first Ukrainian-language model on a national scale, which will help accelerate the integration of artificial intelligence into the public sector, defense, and business. Countries that actively and strategically develop AI already have national LLMs. Ukraine is also moving in this direction. The Ukrainian-language model will be based on existing open-source solutions, and we will not use budget funds for its development,” said Mykhailo Fedorov, Vice Prime Minister for Innovation, Education, Science, and Technology — Minister of Digital Transformation.
Based on the language model, the government will be able to launch AI products for public services, as well as create tools to optimize internal processes. The Ministry of Digital Transformation and WINWIN AI Center of Excellence have already begun working on the first AI products, including:

Chatbot Natalka — consults partners integrating Diia, processes initial requests in the chat. It has handled over 2,000 queries, reducing manager workload by 30%.

AI Assistant in Diia — helps citizens quickly find the necessary services based on their life situation.

AI tool for analyzing regulations — simplifies digital expertise of legal acts and assists in legislation formation.

AI tool for working with European legislation — analyzes Ukrainian legislation for compliance with European standards and translates documents.

AI tools in Mriya — will build personalized educational trajectories for children based on their interests, needs, and motivation.

HR Assistant with AI for the Ministry of Digital Transformation — quickly generates structured job descriptions according to requests.

AI tools on Diia.Education — will automatically select educational series, simulators, and tests based on interests, career goals, and knowledge levels, further explaining materials, creating summaries, etc.
The Ukrainian-language LLM will become the foundation for products in the defense sector. These will help the military effectively analyze data and improve battlefield performance.
Thanks to the Ukrainian-language model, businesses will develop quality AI products for clients and internal use. Entrepreneurs will be able to create chatbots and AI assistants in various fields, from marketing to finance.
The Ukrainian-language LLM will provide higher-quality responses than global English-language models, as it will be trained on Ukrainian data. The local LLM will better understand dialects, terminology, and context within the country, offering better answers both linguistically and regarding facts and ideological questions related to Ukraine’s history, political situation, and war.
Another advantage is financial. Using the Ukrainian-language model will cost 2.5–3 times less for Ukrainian users compared to English-language alternatives.
The national LLM allows for storing and processing data within the country, which is strategically important for using AI in defense, government organizations, healthcare, and the financial sector. The LLM will ensure the protection of personal data and Ukraine’s national security when integrating AI into various sectors.
The emergence of the Ukrainian-language LLM will foster new AI startups, attract international investments to the country, and increase GDP by developing AI solutions for various sectors of the economy.
The Ukrainian-language model will be built on an existing open-source solution. Development will be supported by business partners, without the involvement of state funds. The model is expected to launch by December 2025.
