Mobilization measures have begun in the occupied territories of Donetsk region. The leader of the DPR signed an order to prepare the population for service in the invading forces.

This was reported by the National Resistance Center.

"Russian forces no longer hide their intentions – mobilization measures are starting in the occupied territories of Donetsk region... The Gauleiter of the so-called 'DPR,' Denis Pushilin, signed an order to prepare the local population for service in the ranks of the occupation army," the report states.

Pushilin's order essentially means the mobilization of people with Russian passports living in the occupied territories of Donetsk region.

The Center explained that the occupation administration is trying to conceal the mobilization measures, as the official document is based on Russian norms regarding the collection of reservists, but in the document itself, reservists are not mentioned. This is part of the Russia's strategy to mask the forced mobilization.

The occupation administration involves military registration and enlistment offices, military commandant's offices, which perform the forced control functions of mobilization.

"The most important point is that the order clearly specifies the targeted conscription and distribution of mobilized individuals to the Russian military, which completely refutes the myth of voluntary participation in these 'assemblies,'" the National Resistance Center said.

They also reminded that, according to available information, the Russian forces plan to start the so-called conscription in March-April 2025. This will allow them to disguise the mobilization as part of Russia's annual conscription campaign.

The National Resistance Center stated that the Russian army continue to use the civilian population of the occupied territories as a resource for waging war. Therefore, they urged local residents, if possible, to avoid contact with the occupation structures, refuse to accept Russian passports, and take measures to minimize the risk of being mobilized.

"We call on concerned citizens in the occupied territories to document and report any forced enlistment into the enemy army. Continue to inform us about the crimes of the Russian  forces and Russian occupation authorities, and join the Resistance Movement to bring our victory closer," the National Resistance Center emphasized in their address to the population.
