NCCIR grants Huawei permission to use cellular and mobile communication base stations in Ukraine

On April 16, the National Commission for State Regulation in the Spheres of Electronic Communications, Radio Frequency Spectrum, and Postal Services (NCCIR) granted permission for the use of 10 cellular and mobile communication base stations by the Chinese company Huawei on the territory of Ukraine.

On February 25, the Department of Radio Frequency Spectrum received an application from Huawei Ukraine LLC regarding the use of their base stations in Ukraine.

The base stations in question are E-GSM, GSM-900, GSM-1800, IMT-2000 (UMTS), and international mobile communication IMT (LTE) base stations from Huawei Technologies, which are used in digital cellular radio systems such as E-GSM, GSM-1800, and IMT-2000 (UMTS), as well as in international mobile communication systems IMT-2020 and IMT.

Subsequently, the State Enterprise Ukrainian State Center for Radio Frequencies conducted a technical examination to assess the compatibility of the radio equipment with electromagnetic standards and provided the following conclusions:

"The technical characteristics of the declared radio equipment for use within the specified radio technologies meet the requirements of the Frequency Allocation and Utilization Plan of Ukraine, approved by the Cabinet of Ministers of Ukraine Resolution No. 1340 of 19.12.2023 (as amended), and the requirements of state and international standards DSTU ETSI EN 301 502, ETSI EN 301 908."

The results of the technical examination indicate that the equipment complies with electromagnetic compatibility (EMC) conditions for operation in general-use frequency bands and meets the requirements of the Technical Regulations, allowing the equipment to be legally placed on the market and put into operation. The Radio Frequency Spectrum Department requested the NCCIR to support this decision.

Therefore, the NCCIR decided to "permit the use of the specific type of radio equipment or emission device within Ukraine as outlined in the annex," meaning the Huawei base stations.
