Negotiations are being prepared for a new trade agreement between the EU and Ukraine

Warsaw welcomes the restoration of quotas on Ukrainian agricultural imports to the EU starting June 6, 2025. Negotiations on a new trade agreement between the EU and Ukraine are underway; their progress will depend on the situation at the front.

This was stated on Monday in Brussels by Poland’s Minister of Agriculture and Rural Development, Czesław Siekierski, ahead of the EU Agriculture and Fisheries Council meeting.

“We are now returning to the trade volumes provided for in the Association Agreement. These volumes are very beneficial for us because the quotas on Ukrainian agricultural imports are very low,” Siekierski said.

According to the Polish minister, there must be a “balance” in trade between the EU and Ukraine, and Ukraine should begin producing agricultural products according to European standards.

“Polish farmers and consumers also support the requirement that these products meet the quality standards of goods produced in Europe,” Siekierski emphasized.

He added that this will lead to “an increase in prices for Ukrainian goods” within the EU.

“If they stop using all the substances banned in the EU, which they currently do, then production costs will also rise,” Siekierski noted.

The minister also mentioned that the preparatory phase is ongoing for negotiations on a new trade agreement between the EU and Ukraine, which will be led by the European Commission. He added that the course of these talks will also depend on the situation at the front.

“It should be taken into account that depending on the military situation, discussions on the degree of openness and liberalization of the European market for Ukrainian goods may vary,” the Polish minister said.
