The Government has a clear understanding of the steps needed to reform the State Customs Service, emphasized Prime Minister of Ukraine Denys Shmyhal during a press conference dedicated to the third anniversary of the Government's tenure.

The first thing that the Government is already working on is a joint database with the European Union.

"We are cooperating with the European Commission, I am personally communicating with Ursula von der Leyen regarding a political decision to open joint registers and databases with Europe. This is to prevent abuses by 99%," the Head of Government noted.

The second element of the reform, according to Denys Shmyhal, is the increase in the number of checkpoints along the border and joint control. Today there is only one such checkpoint in Lviv region.

"We are working on changing the legislation to enable this at all checkpoints," the Prime Minister said.

The rotation of employees is yet another necessary step for change, because, as the Prime Minister emphasized when people work in one place for a long time, it becomes possible to reach agreements, organize schemes, etc.

"The fourth element is scanners. They are needed to introduce a risk-oriented system. This is the fifth element. What is a risk-oriented system? It is an opportunity for internationally recognized companies to pass customs with a single declaration, but to go through a scanner," emphasized Denys Shmyhal.

Digitalization and the introduction of an electronic queue at checkpoints is a further step in the reform.

According to the Prime Minister, these six elements of the reform will prevent corruption at customs.
