Law enforcement agencies are placing special emphasis on collecting information about all Russians who entered the territory of Ukraine with weapons. For this purpose, the National Police of Ukraine has created an information database to track all Russian military criminals, members of illegal armed formations, and collaborators. All identified individuals are subject to criminal investigations.

The interagency information subsystem "War Criminal" consolidates information about military criminals discovered during the Russian military aggression into one informational space. In addition to the National Police of Ukraine, access to the subsystem for data collection and information exchange is granted to the Security Service of Ukraine, the Office of the Prosecutor General of Ukraine, the State Bureau of Investigation of Ukraine, the General Staff of the Armed Forces of Ukraine, the Main Intelligence Directorate of the Ministry of Defense of Ukraine, the Foreign Intelligence Service of Ukraine, the State Border Guard Service of Ukraine, the State Penitentiary Service of Ukraine, the National Anti-Corruption Bureau of Ukraine, and the Bureau of Economic Security of Ukraine.

As previously stated by Deputy Minister of Internal Affairs of Ukraine, Leonid Tymchenko, when law enforcement identifies a Russian citizen or a Ukrainian citizen fighting on the side of the so-called "DPR/LPR" against Ukraine, there is a possibility to establish their involvement in various crimes.

Their information is entered into the information subsystem, and this information is shared with our partners through Europol channels. The partner countries then decide whether to deny these individuals access to their countries since they are considered potential terrorists. Deputy Minister Tymchenko emphasized that monitoring war criminals is not solely the responsibility of Ukrainian law enforcement. Thanks to cooperation with Europol, when such individuals travel to other countries as tourists, they are subject to closer scrutiny and monitoring of their activities and contacts. This serves as an additional tool provided to the law enforcement agencies of international partners to have the ability to show criminals that crossing Ukrainian borders with weapons will never be forgotten.

In this way, the collaboration with Europol and international partners allows for enhanced tracking and monitoring of individuals with potential criminal activities related to the conflict in Ukraine, and it serves as a deterrent for those who may attempt to engage in criminal acts abroad.

As of August 3, the "War Criminal" information subsystem contains information about 232,131 individuals, categorized as follows:

  • 197,857 are military servicemen of the Russian occupying forces.
  • 3,522 are representatives of illegal armed formations and private military companies.
  • 3,267 are collaborators and traitors of Ukraine.
  • 401 are representatives of the military-political leadership of the aggressor country.

The "War Criminal" information subsystem plays a crucial role in accumulating and automating access to information about war criminals. It enhances the quality of information analysis with instant retrieval and data processing based on the entered search criteria. This system enables law enforcement agencies to take coordinated actions to uncover and investigate war crimes more effectively. The subsystem serves as an important tool in identifying, tracking, and holding accountable those involved in acts of aggression and violence against Ukraine.
