Ukraine adopts EU-style rules for gas transit and capacity auctions

The National Commission for State Regulation of Energy and Public Utilities (NEURC) has adopted a number of decisions to bring Ukrainian rules for trading on international interconnections of the gas transmission system into line with European rules on capacity allocation and tariff setting. The regulator’s press service reports this.

In particular, the regulator has completed the regulatory steps to introduce joint auctions for the allocation of capacity of cross-border interconnections. This mechanism provides for the simultaneous allocation of capacity in Ukraine’s gas transmission system and in neighboring countries, in accordance with European natural gas market practice.

These interconnection capacity allocation rules will come into force in July 2026 and will apply to capacity used from the beginning of the new gas year — October 1, 2026.

Shippers will be required to conclude contracts not only with LLC Gas Transmission System Operator of Ukraine, but also with operators of adjacent gas transmission systems of EU member states and Moldova.

NEURC has set tariffs for natural gas transmission services at interconnection entry and exit points in energy units (MWh per day), which will apply from October 1.

“The adopted decisions are an important step in fulfilling Ukraine’s obligations regarding integration with the European natural gas market. They ensure the implementation of European network codes and the harmonization of Ukrainian gas market rules with EU legislation,” the energy regulator emphasizes.
