Ukraine and Mastercard deepen cooperation on financial inclusion, cybersecurity, and business digitalization

The Ministry of Digital Transformation of Ukraine and global technology company Mastercard have signed a new Memorandum of Understanding to strengthen cooperation in enhancing cybersecurity resilience, increasing the digital maturity of entrepreneurs, and advancing GovTech initiatives.

The document was signed by First Deputy Prime Minister and Minister of Digital Transformation of Ukraine Mykhailo Fedorov, Division President of Mastercard in Eastern Europe Yasemin Bedir, and Country Manager of Mastercard in Ukraine and Moldova Inga Andreieva. The signing took place during a meeting attended by the Minister’s Adviser Valeriya Ionan, and representatives of the regional Mastercard team.

"Mastercard is one of our key and long-standing partners. Together, we’ve already implemented dozens of projects that help businesses and millions of Ukrainians in their daily lives. This new memorandum is another step in our partnership. Together, we will work on improving financial literacy, developing digital tools for entrepreneurs through Diia.Business, scaling card products, advancing GovTech initiatives, and launching cybersecurity projects. The partnership will focus on:

  • Enhancing the digital maturity of small and medium-sized enterprises (SMEs) and supporting Ukrainian businesses through the Diia.Business initiative;
  • Developing digital products for secure disbursements, digital identification, and access to public services;
  • Improving financial literacy among Ukrainians and businesses via the Diia.Education platform and the Mriia app;
  • Advancing GovTech initiatives in collaboration with the Global Government Technology Centre Kyiv;
  • Launching new educational projects in cybersecurity and sharing expertise to support the growth of the FinTech sector.

Over the years, Mastercard and the Ministry of Digital Transformation have implemented a number of significant joint initiatives aimed at expanding access to digital services and supporting SMEs. These include:

  • The launch and development of the Diia.Business online portal and consulting centers across Ukraine;
  • The opening of the first Diia.Business Center abroad, in Warsaw;
  • Contribution to the financial module within the comprehensive e-Entrepreneur service, enabling entrepreneurs to access a full package of financial tools and services online during business registration;
  • Joint implementation of educational and grant programs to support entrepreneurs — including Vlasne («Own Business») and Trajectory 2.0.
