More than half of the enterprises of the Russian defense holding “Technodinamika,” managed by the state corporation Rostec, remain outside Western sanctions. Specifically, 86 out of 145 companies have not yet been subjected to restrictions.
This was reported by the Ukraine’s Main Intelligence Directorate.
The updated database has been published on the War&Sanctions portal.
According to HUR, the Technodinamika holding plays a key role in producing artillery and rocket systems, ammunition, propellants, and explosives for military purposes.
The holding’s enterprises also manufacture drones, launchers for long-range cruise missiles, armor plates, personal protective equipment, aviation training simulators, parachute systems, and aircraft engines.
Additionally, they perform maintenance and life-extension work on strategic bombers Tu-95MS and Tu-160.
Despite the holding’s strategic importance to Russia’s defense industry, 86 of its 145 enterprises remain outside the sanctions of coalition countries. This includes producers of key components for missile systems and armored vehicles.
Notable companies on this list include:
- JSC “Federal Center for Dual-Use Technologies ‘Soyuz’” and JSC “Morozov Plant” – developers of engines and solid fuel for Topol-M, Yars, and Iskander systems;
- JSC “Leningrad Mechanical Plant named after Karl Liebknecht” – producer of armor-piercing sub-caliber shells for smoothbore guns, including for the Armata platform;
- JSC “Ufa Aggregate Production Association” – supplier of components for Kh-101 and Kh-59M2 / Kh-59M2A missiles;
- JSC “B. L. Vannikov Machine-Building Plant ‘Shtamp’” – manufacturer of key parts for Grad and Tornado-G MLRS rockets, aviation bomb casings, and the only Russian producer of linked ammunition belts for 23 mm, 30 mm, and 40 mm artillery rounds.
HUR emphasized that releasing this information aims to help Ukraine’s international partners synchronize sanctions decisions and close the gaps that Russia still exploits to sustain its defense production.
