ReBuild 2025: 17 countries meet special representatives for Ukraine’s reconstruction

On November 14 in Warsaw, as part of the international ReBuild 2025 exhibition, the Ministry of Economy, Environment and Agriculture of Ukraine held a meeting of Special Representatives for Ukraine’s reconstruction. The meeting focused on strengthening intergovernmental (G2G) cooperation formats for financing and implementing reconstruction projects.

The event was chaired by Deputy Minister of Economy, Environment and Agriculture Andriy Teliupa, with participation from the UkraineInvest team.

The meeting brought together representatives from 17 partner countries and the European Commission, who coordinate government programs supporting Ukraine’s reconstruction.

“Ukraine seeks to deepen cooperation with partner country governments through formalized G2G agreements. This not only mobilizes public financing but also creates opportunities to attract private capital for reconstruction. We are ready to expand bilateral frameworks so that every hryvnia of aid translates into sustainable development of Ukrainian regions,” said Andriy Teliupa.

Key topics discussed included:

  • Government priorities outlined in the 2025 Action Program, including strengthening intergovernmental coordination, enhancing project implementation capacity, and ensuring financial sustainability;
  • Examples of successful G2G cooperation with specific partners who have already signed intergovernmental agreements with Ukraine;
  • Prospects for expanding similar mechanisms in 2025–2026;
  • New business support instruments, including the “Industrial Ramstein” initiative, aimed at assisting affected Ukrainian enterprises by providing production equipment as humanitarian aid.

Participants also discussed the importance of enhancing coordination between government representatives and financial institutions to accelerate project implementation and improve resource efficiency.

It serves as a key offline platform for showcasing projects, technologies, equipment, and investment opportunities needed for Ukraine’s economic reconstruction.
