The European Parliament has supported the extension of the Agreement on the liberalization of freight transport between Ukraine and the European Union — the so-called “transport visa-free regime.”
Thanks to this Agreement, Ukrainian and EU carriers can perform freight transport without the need for special permits.
Previously, in April this year, the “transport visa-free” regime was automatically extended until the end of 2025. That decision was approved at the level of the European Commission. Although the Agreement came into force immediately following the Commission’s decision, the vote in the European Parliament completed all formal procedures for the extension and signifies political support for the measure.
“Our ambitious goal is to extend the Agreement for another year — a goal the Ministry’s team is already actively working on together with the European Commission. The liberalization of freight transport between Ukraine and the EU is not only a gesture of solidarity and support for Ukraine — it is also an important step toward economic growth for both parties. The ‘transport visa-free’ regime increases exports of Ukrainian goods abroad by road and facilitates the import of foreign goods into Ukraine. I thank our European partners for supporting this crucial decision,” said Vice Prime Minister for the Restoration of Ukraine and Minister for Communities and Territorial Development, Oleksii Kuleba.
The “transport visa-free” regime was first agreed in June 2022, initially for one year. In June 2024, the Agreement was extended for a third time — until June 2025. Under the updated Agreement, one of the conditions was an automatic extension until the end of 2025, provided there were no negative impacts on either party and no violations. The extension in April 2025 was approved based on the Agreement’s effectiveness, its positive economic impact for both Ukraine and the EU, and effective monitoring of its implementation.
Currently, the Ministry for Communities and Territories Development, coordinated by Deputy Minister Serhii Derkach, is negotiating with the European Commission to extend the Agreement for the following year. This includes active participation in a Joint Working Group to assess the Agreement’s effectiveness, preparation of necessary analytics, and engagement with Ukrainian carriers to ensure compliance with the rules of the “transport visa-free” regime.
